Outlook 2000

Why is there no accounts choice under tools menu but service is listed.
Would appreciate any help.

Accounts is listed what Outlook 2000 in installed in Internet Mode Only and
Services is listed when Outlook 2000 is installed in Corporate and Workgroup
Mode. To add a POP3 account, click Tools>Services>Add and choose "Internet
E-mail".
