Hi, Everytime I close Outlook 2000 on this 2000
professional PC it advises a runtime error with Abnormal
program termination. Has anyone had this problem? know how
to fix it?

Here is some information from Symantec's website on this issue (I'm
having the same problem after installing Norton Internet Security). I
haven't tried this yet, but it is a possible solution:

Error: "Microsoft Visual C++ Runtime Library Runtime Error!" in
Poproxy.exe while running Outlook or Outlook Express

Situation:
You successfully installed Norton AntiVirus 2001 (NAV). When you start
Outlook or Outlook Express you see the following error message:

Microsoft Visual C++ Runtime Library Runtime Error!
Program: C:\Program Files\Norton Antivirus\poproxy.exe
Abnormal Program Termination

After closing error message, you can no longer receive email.

Solution:
Follow these steps to download and run the Windows critical updates to
fix the problem:

To download Windows updates:

Disable Auto-Protect.
Open NAV.
Click Options.
In the left list box, highlight Auto-Protect.
Uncheck "Start Auto-Protect when Windows starts up."
Click Yes at the next prompt.
Click OK.
Close NAV.
Click Start and Windows Update.
Click Product Updates.
Check all updates under the section headed Critical updates and service
packs.
Click the Download button.
After the updates have been downloaded and installed, restart the
computer when prompted.
After reboot, start your email client software.

If this does not fix the problem, then follow these steps to uninstall
NAV, clean boot your computer and re-install NAV:

To uninstall NAV:
Symantec has created a removal utility named Rnav.exe to help with the
uninstallation. Run that tool and then remove the NAV program folder
and the virus definitions folder to ensure that all of NAV has been
removed.
Follow the instructions in How to uninstall Norton AntiVirus using the
Rnav.exe removal utility to download and run the Rnav.exe removal
utility.
Restart the computer.
Open Windows Explorer.
Navigate to and highlight the following folders and then press Delete.
Click Yes to the next prompt.

C:\Program Files\Norton AntiVirus

NOTE: If you installed NAV to a different folder, then delete that
folder instead.

C:\Program Files\Common Files\Symantec Shared\VirusDefs folder

Exit Windows Explorer.

To clean boot your computer:
Follow the instructions in the document that is appropriate for your
operating system:
How to perform a clean boot of Windows 98
How to perform a clean boot of Windows Me

NOTE: When you have successfully installed NAV, reverse the steps in
the applicable clean boot document to restore your computer to Normal
startup.

To reinstall NAV:
If you installed NAV from the NAV installation CD, then follow the
instructions in How to install Norton AntiVirus.
If you have the downloaded version of NAV, then follow the instructions
in How to install a copy of Norton AntiVirus that was downloaded from
Digital River.
Follow the prompts during the installation.
Restart the computer when prompted.

Oops... I failed to notice that the file in this fix is not outlook.exe! My
problem is with a different file!
