OutLook 2000 to OutLook 2003 Upgrade

After the upgrade of outlook 2003 from OL 2000 the splash banner looks
different on some computers, it looks more like a generic banner other then
the flasher outlook 2003 banner.

I've seen the splash banner change when logging onto a Terminal Server.
(Sure way to know if Terminal Services is enabled since certain things are
not supported or recommend when Outlook is installed on Terminal Servers.)
