How do I move my outlook data from a PC running Outlook
2000 in Windows ME to a new laptop running Outlook 2003 in
Windows XP?

Export everything to a PST file and import the PST on the new system. See
the post a little ways back at:

Do NOT import/export. Simply copy the .pst file to the new computer and use
File->open to access your data. If you have already opened Outlook, then
close it, find and delete the new .pst file that OUtlook created. Open
Outlook and when it complains, point it to your saved .pst file.
