Outlook 2000 sp3, VBA does not run after reboot

I have developed a simple VBA macro using OL2007, all is well.
I have installed this macro on a machine that is running OL2000 SP3.
It ran just fine until I rebooted the machine. No the macro nolonger runs..
I have replaced the macro with a simple msgbox("Hello"). still does not run.

I don't understand. The help about Outlook has four buttons OK, Security
Info, System Info, Tech Support.

There is nothing about Deactivated?

Woops, I understand. Outlook 2000 does not have an help/disabled Items
funciton.
The Outlook 2007 version works just fine. The Outlook 2000 sp3 works fine as
well until I reboot the PC. Then fails to load.
