Outlook 2000 - Customize Outlook Today

I am running Win2K with Office2K SR3. When I click
on "customize Outlook Today" nothing happens. It has
worked in the past. I tried "Detect and Repair" which
said it repaired everything, but still nothing happens
when I click "Customize Outlook Today." I am using
the "winter" layout.
