Outlook 2000 attachments convert to winmail.dat

We have an end user that sends Outlook 2000 messages that include an
attachment. Some users receive the attachment fine and others receive
the message with the attachment converted to "winmail.dat". The
winmail.dat is unassociated and is unreadable. The user in question is
running Microsoft Office 2000 SP1 on a Windows XP SP2 notebook computer.
