outllib.dll error in opening Outlook 98

Each time that I try and open Outlook 98 I get the
following error message:

"Outlook has caused an error in OUTLLIB.DLL. Outlook will
now close. If you continue to experience problems, try
restarting your computer." (Then a Close button)

I have restarted and I still get the message. HELP!
