Outline view: Strange indent between level number and text

As you can see in the picture linked below, there is an indent between the
level number and the text when using Word outline view. This happened to me
in Word 2003 as well, but this is a clean OS and Word install I'm on now.
Pressing backspace does not remove this indent, it just deletes the level
like it would on any other level.

You can also see that the "Numbering" button is highlighted, when I'm
clearly using "Multilevel List." It sometimes multilevel is working,
sometimes not.

Please help.

I will attempt to follow the instructions on that page, although they seem to
say that most of the spaces are too small, not that one is too large.

Isn't there some way to reset that stuff to the default? It seems crazy
that I have to manually seek out some sort of spacing or "tab stop" settings.

No, the setting of the tab stop is such that when you press Tab, you get to
the tab stop when your number is short; when the number extends beyond the
tab stop, the tab goes to the next stop (probably half an inch away).
