Outline view plus and minus

In the Outline view of Word 2007, you get little circles with either a plus
or minus sign in them at the beginning of the line. The plus seems to
control expanding or collapsing the text but I can't seem to figure out what
the minus sign does.

The + indicates that there are levels below the one displayed. The -
indicates that there are no more levels or that the levels are already
expanded.

Since this is pretty much the way it works in Explorer folders and
everywhere else in Windows (not to mention in these NGs), I don't think they
regard it as something specific to Word.
