Outlet Express msxp won't open attachments

Microsoft picture it! photo 7.0 All attachments create message " eml could not be opened " Trouble seemed to start when I switched from Mac Afee to Norton security. Any ideas of how to fix ?

Check your security settings in Outlook Express. There is one for allowing
attachments. You'll find the setting under Tools> Options> Security.
