Outgoing TCP/IP blocked?

I'm trying to set up a PC for incoming Remote Desktop from the Internet.

When someone attempts to connect, the local network status shows as follows:
TCP 192.168.1.101:3389 80.175.250.218:1689 SYN_RECEIVED

I tried using netcap to make a capture and it shows incoming RDP packets
but no replies.

I examined pfirewall.log and it shows that it seems to be blocking the
reply:
2007-10-24 16:54:42 DROP TCP 192.168.1.101 80.175.250.218 3389 1603 64
SA 4141608507 28442287 17016 - - - SEND

Anyone know what's going on here?

What happens when you disable the Windows Firewall?
That had no effect. I then discovered yesterday that reinstalling
Service Pack 2 restored connectivity... for a time; now something else
is wrong, because I've got no outgoing connectivity today. Sigh....
