I am reposting this because I still have no answer to the
question. Any other thoughts would be appreciated.

Already tried that. To no avail. It still acts the same
whether the check box is checked or not!

Any other thoughts?

Right click the Recycle Bin icon, go to properties, then
on both tabs, clear the check mark from the box that
says Do not move....you might have to reboot.

What happens if you highlight the Recycle Bin and then press F5?
