I tried to stop an email from my outbox. Since I opened the email and tried
to delete the email, The email has been sent to the recipients over 71 times.
It is like the email is stuck in the outbox. I can not receive or send
emails now. The emails do not leave my outbox. Any suggestions?
 
Set Outlook to Offline (File>Offline)
Wait a while, close outlook, wait a while.
Restart Outlook, delete msgs in outbox
Set online

Click FIle and check Work Offline. Stop and restart Outlook. Delete the
message. Click File and uncheck Work Offline.

Uninstall your antivirus program and reinstall it without the mail scanning
feature.
