Some of our Office 2003 (SP2) users keep getting this error when opening
Outlook: "Outlook experienced a serious error the last time the add-in
'outbox sender' was opened. Would you like to disable this add-in?"
(Yes\No) It gives instructions on how to reactivate, but this continues to
happen. Any ideas?

Ask the vendor of the "outbox sender" add-in.
