Outbox Message keeps sending; can't delete

I sent a message with a long attachment. My recipients are receiving the
message multiple times, and I cannot delete the message from my Outbox.
Rebooting has not helped.

Restart Outlook, remain offline.

If it still fails, what version of Outlook?

It's no consolation nor a solution but I had the exact same problem show up.
I think because one of the mailboxes was full and the message came back,
Outlook keeps resending. In my case my server shut off my email as a source
of spam. I would like to find a setting that would keep Outlook from doing
multiple resends if mail does not go through.
