There isn't a good way. Best bet is probably to use the Rules Wizard to
create a rule that auto-responds, but keep in mind you'll have to leave
your computer on and Outlook logged in.
By the way - please don't type in all-caps. It's hard to read and looks
like you're shouting.
Emulate it via a rule or see if your web based interface of your mailbox
provided by your ISP has an OOF option.

Also keep in mind that a rule will respond automatically only once per mail
address per session. So, since you must leave Outlook running, the rule will
respond only once for each person sending you a message.
You can use a program called Auto Reply Manager which automatically
can reply to the emails you receive in a specific email folder or the
ones you receive trough one of your accounts. It has a lot of great
features which you will find to be very helpful. You can give it a try
downloading from www.emailaddressmanager.com
