out of office rules not working

I have some users here that occasionaly travel and they have rules setup so
that mail from certain people are forwarded to someone else here. For some
reason, a couple months ago or so, it doesn't forward anymore. I can
specify a user as a delagate to give access to the mailbox, but I'm
interested in knowing why the rules are no longer working.
Running outlook 2003 with exchange 2003
 
Forwarding to someone outside of the Exchange organization? This is disabled
by secure default on Exchange. To enable see;

What happens if this user tries to run these, or similar, rules... manually?
Personally, I usually just tell users to grant their replacements/fill-ins
access to their inboxes, but that's just me.
 
What you have described is called automatic forwarding, and is disabled by
default in Exchange 2003. There 2 ways that I am aware of to make automatic
forwarding work.

1. Create a contact for the external address. Preferred in Active
Directory, but for an Outlook rule, an Outlook contact should work as well.
2. Enable automatic forwarding to the Internet on the Exchange server under
Global settings, Internet Message Format, Default properties, Advanced tab.
Note! This solution is NOT recommend, rather listed for reference.
Enabling automatic forwarding as such can result in mail loops, which may
have disastrous consequences for your server.
 
If it isn't the blocking of forwarding outlined below please list the
Exchange KBs installed on the machine. This scenario falls into something
that I might have just dealt with.
 
i said "forwarded to someone else HERE" not to someone on the outside
in out of office assistant, a sales person can add a rule to forward
messages from (let's say a customer) to another sales person here while he
is away.
when he is gone, messages come in from that customer, but they are not
forwarded

the rules are created through the out of office assistant and run when set
to out of the office
i guess no one has any other suggestions since no other reply or post to
this thread in 3 days

Well, you posted on a Friday, and today's Monday, and many people don't
check the groups on weekends. You have to be patient in here.

Personally, I usually just tell users to grant their
