Out of Office Reply with a POP3/SMTP account

How do I set up Out of Office Reply with a POP3/SMTP account? No one here
knows anything about an Exchange Server!
 
you need to use rules to reply to messages with the out of office response -
if your pop3 account offers automatic replies it's best to do it there,
otherwise outlook needs to download the message to reply to it.
