out of office reply for external clients

This has been asked a million times before...

My company does not allow emails originating externally to receive Out of
Office Reply. Why can't idividual users set the out of office reply to
respond only to those on their contact list or safe list?

Because ultimately it's controlled by the server. If OOF replies aren't
allowed to the Internet, you can't bypass it in Outlook.
