I'm trying to set up an out of office reply on outlook 2000 using the rules
wizard, but I'm not able to save a response to an outlook template? The word
wizard is not on and when I hit "save as' there is no option for outlook
template?

You cannot create Outlook templates using Word. You need to use the native
Outlook editor.

And Out of Office doesn't use an .oft template file. Karen, are you trying to create a regular reply rule? If so, turn off WordMail (Tools | Option | Mail Format) long enough to save your template.
