Out Of Office not working for all users

Running Exchange 5.5. Having problems with some but not all accounts not having their Out of Office working. These accounts are not using any rules but will not send the Out Of Office reply either internally or externally. My understanding of this feature and the setting for these types of replys going to the internet is an all or nothing setting. So far, 20 users from over 550 are not working. Others on the same server are working just fine

Any ideas
