Out Of Office is not sending the reply back to the Sender

Hello,

We have a user that sets his out of office reply to "on" whether he has
Outlook 2003 open or not, the sender does not receive the auto reply message
back from this user. Everything appears to be okay with his Otlook settings
and the settings on the Exchange server look okay as well. Any thoughts?

Server: Exchange Server 2003 SP1
Clients: Outlook 2003
Domain: Server 2003 AD Single Forest / Single Domain

Is the sender external or internal? Is it the same one sender or all senders?
Are there any rules applied?

Thank you for responding. It is for all users, both internal and
external. I don;t believe the user has any Rules set up.

None. I looked on the Exchange Server at his settings, and they appears to
be the same as all users.
