Out of Office Asst and Templates

I am not running Exchange Server, so I don't have Out of
Office Assistant. I want to use a message rule for replys
to replace the functionality. The "reply" message rule
seems to require the use of a Template.

I am trying to change the default location for new Office
templates. The help tells me to do the following:

On the Microsoft Windows Start menu, point to Programs,
point to Microsoft Office Tools, and then click Microsoft
Office Shortcut Bar.

There is under programs a Microsoft Office Tools, but my
problem is that there is not a Microsoft Office Shortcut
Bar. I am running Outlook 2002

Do you have a suggestion?

And to change the location of the templates:

- Use Microsoft's Tweak UI -> My Computer -> Special Folders -> select
Document Templates -> Change Location. Or use regedit.exe to modify the
HKEY_CURRENT_USER\Software\Microsoft\Office\10.0\Common\General key to
change the UserTemplates data value. For me, there are other registry
keys with this path listed (for Explorer) so using TweakUI might be
wiser.

- Open Word -> Tools -> Options -> File Locations -> User Templates.
