out of office assistant no where to be found

It appears as though Exchange did not install correctly
when I installed Outlook. The out of office assistant is
not on my tools menu, nor is backup, and who know what
else is missing. In checking the Microsoft Knowledge Base,
it appears that I am missing the file Emsuix.ecf.
Any way to recover that file? Yjanks

If you're not connecting to Exchange, you can't have this feature. You'll
have to use the Rules Wizard and leave Outlook running.
