Our box and draft box

Every time I compose an email, a box pops up that says it will be stored in
"Outbox" until I'm ready to send. First of all, it sends it right away &
sometimes I want to save it until I'm sure I want to send but it sends right
away anyway. How can I fix this problem.

Might the Tools > Options > General tab, Check for new messages every...
setting have to do with this also?
 
Have you looked at the obvious setting:
Tools, Options, Send, uncheck "Send messages immediately."

IF that checks out OK, it may be interference from your antivirus.
Windows Mail is not compatible with most McAfee or Norton
security programs. Those will need to be uninstalled.
Replace with a more compatible antivirus like the free Avast:

The title of the dialog box section where the check box is:

Send / Receive Messages

Click the red X to close the message you are composing. It will ask if you
want to save the message. Answer 'Yes' and the message will be saved in the
Drafts folder. Open it from there and you can edit it or send it.
