How can I empty Outlook 2000 cache if one Outlook user email address changes
so I will not get an undeliverable when sending to him?

DELETE.

Outlook 2000 doesn't have an autocompletion cache like later version do, so
you must be referencing the autoresolution feature and I don't recall ever
seeing how to remove single entries there. You could delete the entire
cache, though, by deleting the file whose extension is .NICK from the
(hidden) folder %AppData%\Microsoft\Outlook.
