OST High Encryption

I can not change the default Compressible Encryption setting in Outlook 2003
to High Encryption. When first uncheck "Use Cached Exchange Mode" and then
click "Disable Offline Use", I can change to High Encryption. But after
accept everything, it turns again to Compressible Encryption and can not
change it anymore without doing the same process.
Any ideas? Is there something I´m missing to configure in Exchange 2003?

Anyone? Could be a certificate issue? Right now I´m not using certificates.
