How do you determine whether or not you have the 32 or 64
bit version of Windows XP?

Start->Run, "winver".
If the box that pops up doesn't mention 64-bit, you have
the 32-bit version.

99.9999% of consumer computers are 32-bit currently.
 
I think Microsoft should put the 64 bit name on the splash screen when
windows boots.

You have the 32-bit edition. Anyone who has the 64-bit version
knows it by the two large dents in his wallet--one for 64-bit
Windows, the other, even larger dent, for the special hardware
needed to run it.
 
Yes maybe he should be asked at what kind of car he drives or the size of
his house as that would give some kind of indication.
