Orphaned Group Header

I have 4 Group Headers. The third one down I have set to "With First
Detail" in the Sorting and Grouping. I am still getting orphans on this
group header. Am I missing something.

The report has no Sub-Reports. It's set to 4 Columns. Also the Details
Section is Hidden.
