Organize -"This Rule could not be created. Check your folder permissions."

"This Rule could not be created. Check your folder
permissions."

I have run SP3 and still get the preceding error message.
It appears at the last step of creating a RRule to move
messages received from any sender to an existing folder.

I do not use Microsoft Exchange and all references
to "Permissions" seem to indciate that Exchange is
required modify permissions.

Can anyone explain what this refers to?
