Did Microsoft come up with .Net provider for the Oracle database after the
initial release of VS.Net? Are these downloadable or do I have to upgrade
the VS.Net to gain access to these?

For Visual Studio .NET 2002 (.NET Framework 1.0), you have to download. It
should be included with VS.NET 2003 (.NET Framework 1.1). Oracle has their
own version out on the otn
(http://otn.oracle.com/software/tech/windows/odpnet/index.html).
