operation cancelled due to restrictions on computer

I have outlook 2003. This just started happening. When
ever i click on a web shortcut in an email, I get a
message saying this operation has been cancelled due to
restrictions on this computer. Please contact your
system administrator.
I do not have a system administrator. This is a home
based pc and I do not have it networked. Any ideas on
this I would appreciate. I have tried help on outlook
but no luck so far.
