Opera, Mozilla,... VS Proxy

How can I force users in the Active Directory to use Internet Explorer
because the other browsers seems not to use the proxy settings rules in my
Group Policies.

In Win2003 Group Policy there are software restriction
policies but that is probably more trouble than most people
will do.

You can disable the access to the internet that doesn't go
through you proxy.

If you setup a Proxy Server (ISA, etc.) and disallow
direct access then users will be forced to go through the
proxy.

Where can I disable, in the Group Policies, the access to the internet that doesn't go through you proxy.
