Opening url's from Outlook Express

When I open a link within an email in Otlook Express it always opens the url in Internet Explorer but also opens a second blank Internet Explorer page. I've no idea why it does this but would like to know why. It did this when I had Windows 98 also so it is not peculiar to XP
