opening programs after virus attack

Recently my brothers laptop had several virus's on it
(dial/coulomb and dial/vivid-a etc) which i have now
managed to get rid of. But still the deskop keeps
refreshing whenever i try to open certain folders or
programs like "my computer", "control panel" and "internet
explorer".
The program or folder does not open, then deskopt just
refreshes and thats it.

Any ideas anyone?

XP beats Win ME, Kelly.
No frequent reboots required, even after Win Updates.

Caveat, XP-phone-home is a real challenge for my third-party firewall.
