OPENING PORTS

I am using the firewall in network connections in win XP but when I ftp it doesnt work properly. Is there any way I can open port 20, 21 but still have that firewall up. I also use zonealarm, but FTP works great with that and it is a hassle to keep taking down the XP firewall to FTP THANKS
