Opening Outlook problem

The only way I can open Outlook 2003 is to input outlook.exe in the run box
(or from a command prompt. If I try any other way, I get an error message
which says I can't open the product. This error occurs even if I double
click on the outlook.exe entry in Windows Explorer!! It occurs for any of
the icons no matter where they exist (both previously existing ones and new
ones I've created). I tried uninstalling and reinstalling Outlook at least
3 times and the problem persists.

Any ideas would be most welcome.
