they are usually Outlook messages if Outlook is installed.
The open association (for Outlook 2003 in a default installation location)
is :
"C:\Program Files\Microsoft Office\OFFICE11\OUTLOOK.EXE" /f "%1"

I have Outlook installed but when I click on the attached msg file there is
no content in the body of the message.
This always the case when someone sends me on of these. The attached file is
always named of the contact person.

I get what appears to be an empty Message (HTML) with the name of the contact
in Subject and nothing in the From field.

Go to:
Control Panel
Folder Options
File Types tab

scroll down and select the msg file type
It should say MSG - Outlook item.
Pres the advanced button
Select Open and then Edit.
In application used to perform this operation it should say:
"C:\Program Files\Microsoft Office\OFFICE11\OUTLOOK.EXE" /f "%1"

The DDE box should be checked.
Application should say Outlook and System should say topic.

Are these what you have listed? If not, you can try to enter that manually.
