opening ms access 2000 file question

I share MS Access 2000 over a windows 2003 server.
If a MS Access db is opened up by another user the only way I can open
it at the same time is by opening the MS acesss program then use the File >
Open option.

It will let me double click the db file in windows explorer on a network
drive but it does nothing.
