Opening Mail Attachment dialog box

When users open Word/Excel attachments, the "Opening Mail Attachment" dialog
box shows up asking to either Open, Save or Cancel. However on my computer
(I'm a local admin), I can check OR uncheck the checkbox "Always ask before
opening this type of file". But this checkbox is grayed out for regular
users.

Is there anyway to give users the ability to either check or uncheck the
checkbox besides giving them admin rights?

No, as this is a system wide setting; not just for the logged on user.
