Opening Links with and e-mail message

When I get an e-mail from anyboby including Microsoft, HP etc. I get the
following message:

"This operation has been canceled due to restrictions in effect on this
computer. Please contact system administrator"

I am the only userof this computer and it had been working in the past and
can't figure out the problemm even with a live chat suggestion from
Microsoft.

Does anyone have an idea why this is happening?
