Opening links in Outlook or MSN gives error message

Hi There
When I try to open links in Outlook 2003 or in MSN messenger I get the
following message:

"This operation has been cancelled due to restrictionsin effect on this
computer. Please contact your system administrator."

Would you please help me out with this issue.

Open Internet Explorer, Tools, Internet Options, Programs tab. Choose Reset Web Settings.
