Opening Documents In Separate Windows?

Every time I double-click a .XLS, I want a new, separate parent
Excel window.

Tried Tools | Options | General | Ignore other applications =
True, but it's not the ticket.

I'm pretty sure I've done something in the past that was just a
matter of setting some option, but can't recall what it was.

It kind of worked for me too, but it disabled some sort of
inter-application communication that caused other icons that
pointed at .XLS files to fail.

I tested with both XLS and XLSX files in versions 11/12. I can't speak
for v2010 because I haven't installed it yet on any of my machines.
