Opening Attachements

How do you change the settings for opening attachements? When I open an
attachement, it always comes up in note view. I have to go to View on the
toolbar and click Normal view to make it change. Is there some sort of way to
change this permanently?

This is not controlled by Outlook but by the actual application you are
opening your attachment in.
