Viewing Attachments

How do I permanently change the view attachments are opened in? Each
attachment opens where the page is divided not one complete page. I don't
want to have to change the view everytime I open an attachment.
 
Outlook doesn't control the applications you open your attachments in. See
the settings for that application instead.
