Opening an email

When I open an email the window opens behind my screen instead of in front of
it. I have to minimize the main Outlook screen or click on the tool bar to
bring the email to the front. Why is this happening and how can I change it?
 
I had a user that was having this problem, and the deal with him was that he
was double clicking the new message button instead of single clicking it.
Do you have the same problem if you begin a new email by typing ctrl-n?
