Open windows not showing up in Taskbar

None of my open windows are shown on the taskbar. I have to open the Task
Manager to see open windows. Sorry if this has been discussed already. I just
need an idea of what I can do.

Microsoft won't help because they say it's Toshiba's problem. Toshiba won't
help because my computer is out of warranty. Is there any way to fix this?
