Open Window Out of Order

When I goto an open screen to open a file in any program, the window displays the icons randomly out of order. When I switch it to sort by name it doesn't stay when I go into another folder or for the next time I goto open something. Can anyone help?

The following MS Knowledge Base article was written for Win98 but the
solution works for Win XP as well:
