Open URL in IExplorer without toolbars and menus

Hi all!
I would like to open an URL with Internet Explorer without
showing the toolbars and menu items (ie. like the "Post
new message" window in the forum). I just want to show the
scrollbars.
Anyone knows how to handle this?

Save the link to your desktop (or elsewhere). Double clicking the link will
open IE in it's default configuration.
OR
Make that link the default Home Page in IE.
